When the owner of a popular bar in Adams Morgan was looking for ways to staunch the “blatant criminal activity on the streets,” she contacted the Guardian Angels.
And all hell broke loose.
Not among urban outlaws, but with some local business owners who thought the Guardian Angels’ presence would send a message that Adams Morgan was out of control and deter people from patronizing the local bars and restaurants, popular with young suburbanites, D.C. locals and tourists. But other businesses, fed up with unruly crowds and crime, wanted to give them a chance.
The anti-Angels were loudest at a community meeting about inviting them into the neighborhood, amidst some voices of support. I was there as a concerned Adams Morgan resident and watched as the Guardian Angels were ruthlessly challenged about their credentials and accused of being former criminals. They were attacked for being too young and too old. When one Guardian Angel mentioned she had grandchildren, she was criticized for being a grandmother. Later, during an interview with John “Unique King” Ayala, D.C. Guardian Angel Chapter Leader and East Coast Director, I learned that she was his wife, a 30-year federal government employee and they had been patrolling D.C. streets for years.
I also learned that late at night, hundreds of teens and young adults in their early 20s show up in Adams Morgan in groups, not to patronize local establishments, but “to hang out and party in the street,” according to Ayala. That is, until things get out of control or urges to engage in less legal activities arise, which is usually after midnight.
Captain Aubrey Mongal of D.C.’s 3rd district police department, the force in charge of Adams Morgan, talked about crime in the city during an interview. He began with the dark comment, “kids are searching for prey.” And by kids, he didn’t mean youth. Like Ayala, he meant “predators” ranging in age from 17 to 25 years old, who “roam in groups of two to five males,” and usually come from neighboring Virginia and Maryland. He said after citizens contacted him about the Guardian Angels, the police department decided to reach out, because even with 4,000 officers citywide, crime persists and Adams Morgan is among the city’s commercial hot spots.
“The overall goal is to make sure no one is hurt,” says Mongal.
So, despite the adversarial community meeting, Adams Morgan was added to the Guardian Angels’ territory, a decision made by the police who called it “Operation Adams Morgan.”
And guess what? As in other parts of D.C. where the Guardian Angels have patrolled, incidences of crime have decreased since they came on the scene, every weekend night, between 1 and 4 a.m. In addition to making rounds along 18th Street and Columbia Road, lined with restaurants, bars and clubs, they go into alleys and patrol side streets. They break up fights; they walk people to their cars. They deter cell phone grabs.
And Adams Morgan’s nightlife is alive and well. As D.C. Councilmember Jim Graham said, the Guardian Angels have something to “contribute and what’s really making a difference, is “Operation Adams Morgan.” As a result, the Guardian Angels are still in the neighborhood, months after the original Labor Day experimental deadline.
But this is only part of the story of the Guardian Angels in D.C. They’re all over. A southeast D.C. neighborhood asked them to patrol five days a week to deter disorderly conduct and shootings. They patrol the Metropolitan Bike Trail, which wends its way through D.C.’s lush Rock Creek Park where robberies spike in the summer. The Bates-Hanover communities near 1st and O Streets, N.W. brought them in because crime was a serious community problem. In Chinatown at 7th and H Streets, they not only act to prevent crime but encourage youth to participate in their programs. And they’re on the red and green lines on Metro trains, where passengers experience harassment, pick-pocketing and purse-snatching.
“The police are outnumbered,” Ayala says. “We’re a tool to help out.”
More importantly, if having the Guardian Angels in D.C. — or New York and Chicago where they’ve also worked with police — meant crime had disappeared, it would be a national story as localities and states strain for ways to deal with deteriorating budgets for public services and other purposes.
Rather, there’s a cry for volunteers in municipal crime prevention, just as they’re needed for human services. But can society depend on volunteers? To do their job well, the volunteer Guardian Angels need volunteers, too. And both Ayala and Mongal emphasized the need for citizens to participate in neighborhood crime watches.
“It’s an asset you can’t put a price on,” Mongal says.
Maybe. But while volunteering is great and there’s certainly an abundance of opportunities to help your community, people in need, the environment and on and on it goes, government can’t rely on the Guardian Angels and other volunteers to protect people, provide public services and educate our kids. (No matter what Wisconsin Gov. Scott Walker or other Republicans think.)
So, thank you, Guardian Angels and everyone who gives their time for others. But volunteers needing volunteers to protect our communities could be another indicator of the trouble we’re in unless public services are funded instead of being carved away.

The Washington DC Guardian Angels patrolled PSA 106 and 107 Friday and Saturday for a few hours after an assault took place Nov 29, 2010. A woman was burtally punched in the face by a young black male, with no apparent provocation.
February 13, 2011 – Five males were arrested after assaulting a safety patrol volunteer who was attempting to break up a fight Saturday night at the Anacostia Metro station. The incident occurred around 11 p.m. in a train that was stopped on the station platform, according to a statement by the Guardian Angels.

2335 hours two of our Angels Darrell Boone and Dion King was heading home on the Green Line from Anacostia Metro Station. About 30 juveniles on the train was acting disorderly. The two Angles then entered the train car where the juveniles where. When the train stopped at Waterfront SW the juveniles then proceeded to get of the train. One of the male juveniles then throw and object at Guardian Angel Dion, the two Angles approached the juveniles to get them out of the system. Guardian Angels called for MPD/MTP. The youth male that throw the object was arrested by MTP for assaulting the Guardian Angel. One juveniles were taken for curfew violations by the MPD. All the youth was leaving from Crystal skating ring located in Maryland, Naylor road metro station.

At approximately 1900 hours, we received a tip from an unknown individual that a car parked on the side of the road may have been stolen. Guardian Angels made contact with MPDKFH-1009. Guardian Angels posted the foot patrol around the stolen car while the police conducted their investigation and instructed the bike patrol to continue patrolling. Guardian Angels remained on scene until additional police units arrived. The police thanked us for their help.

July 15, 2011 – Robbery at Rainbow Clothing Store / Guardian Angels Spring Into Action
At approximately 2040 hours on July 14th, 2011, While conducting a bike patrol around the Good Hope Marketplace in SE DC, Guardian Angels observed two male African American adults sprinting around the back of the Rainbow store. One of the individuals was holding a large bundle of clothing. Upon seeing us, the individual holding the clothes exclaimed “Damn it!” and both men started to run, The Manager of Rainbow came out and told Guardian Angels they just been rob. Guardian Angels followed the two suspects. And call the police, and we both pursued the two individuals, to a house on 29th Street SE. When police arrived they briefed the MPD officers on what we had seen. Officer asked the owner of the residence for permission to enter and received permission. Upon entering, MPD discovered the two suspects and approximately 10 dresses, still with tags on them. The suspect who was holding the garments being arrested. Officer thank the Angels for there help.
