Operation Adams Morgan/Guardian Angels

Tuesday, July 26th, 2011

On the first weekend of Operation Adams Morgan, the Guardian Angels deployed four Angels on bikes.   We patrolled alleys and side streets (Champlain, Euclid, Kalorama, Belmont etc).  We also had eight Angels on foot that stayed on 18th Street between Columbia and Kalorama Road.

We visited the businesses on each side of 18th Street and talked with the owners, managers and security.  98% of the people we spoke with thanked us for providing volunteer safety patrols in Adams Morgan.  Some restaurants offered water and pizza.

July 22 and 23, 2011 (18th Street) 1-4am
About 1pm, Capt. Mongal asked the Guardian Angels to assist the police with asking pedestrians to walk to the corners to cross the streets instead of jaywalking.  We formed a line alongside MPD on 18th Street and remained posted until 4am.

July 22, 2011 (Euclid & Champlain) 9:23 pm

While the Guardian Angels were on bike patrol on Euclid and Champlain, they came across two female subjects arguing and getting ready to fight. The Angels intervened and asked what happend. Secret Service Officer Godlewski and MPD Sgt Bobrick responded approximately five minutes later.  It was explained that Subject 1 car broke down in the parking space and was trying to keep the space in front of her car clear for a tow truck to retrieve her car.  Subject 2 pulled into the parking space.  Subject 1 had a friend who started banging on the window of Subject 2 asking Subject 2 to move out the space. Subject 1 took a photo of Subject 2 tag. Subject 2 got out her car to take a photo of Subject 1 car. Subject 1 knocked the camera phone out of Subject 2 hands.  Subject 2 knocked the camera phone out of Subject 1 hands and struck her in the chest and lips.

July 22, 2011 (1800 Block of Belmont Road) 10pm
A taxi driver and an SUV driver werearguing at each other from their cars because the taxi driver could not pass. The bike patrol Guardian Angels heard the argument and responded to the drivers.  The Guardian Angels asked the driver of the SUV to back up into a spot so the taxi driver and other traffic could pass.  Then the SUV cleared the area.

July 23, 2011 (18th and Kalorama Road) 2:59am
A boyfriend and girlfriend on the steps of the apartment building were having a verbal argument.  The woman struck the male and the male returned the strike.  Guardian Angels saw them hit each other and intervened. Officer Jones and Officer F. Fawzi arrived a minute later.  The Officers talked with both subjects and neither wanted to press charges.  Both subjects were free to go.

July 24, 2011 (1700 block of Columbia Road) 4am

A male subject approached two Guardian Angels on the corner of 18th and Columbia Road and said I should slap the s!@t out of you Angels. The Angels ignored him and started walking to the 7-11 located at the 1700 block of Columbia Road.  The subject was walking in the same direction then came back towards the Angels and said follow me to 14th Street and I will kill both of you. The male subject said I will shoot you and pulled up his shirt as if he had a gun and said this not a threat it’s a promise.  His friend started to pull him away and a Guardian Angel called a MPD Bike Patrol Officer over.    The police searched him but did not find a weapon.  The subject was arrested for making a terrorist threat.

Operation Adams Morgan: D.C. police target late-night loiterers

Monday, July 25th, 2011

In an effort to prevent this, this, this, and this, D.C. police are launching Operation Adams Morgan, a plan to deploy more police officers and Guardian Angels on 18th Street to keep all drunkards, rabble-rousers, goaders, inebriates, brawlers, troublemakers, and dipsomaniacs from loitering in the wee hours of the ni

Get your slice and get out!

“Especially around bar closing time — after two o’clock until about 4:30 in the morning. It can be pretty chaotic out here,” Guardian Angel Alex Kaufer told Fox 5. “You’ve got tons of people out on the sidewalks. People starting all kinds of trouble — people getting into fights. Cars getting broken into.”

The operation will run through Labor Day. The first phase begins this weekend with minor parking restrictions on 18th Street, which already is one of the worst areas of the city to find parking on weekend nights. Not that anyone in their right mind would want to go there on a Friday or Saturday night.

DC Police Getting Ready To Launch Operation Adams Morgan Updated: Wednesday, 20 Jul 2011, 11:24 PM

WASHINGTON – D.C. Police are getting ready to launch a crackdown on late night weekend loitering along 18th Street in Adams Morgan.

MPD officials say Operation Adams Morgan will begin this weekend and continue through at least Labor Day.

The Guardian Angels will be assisting in the effort to tame the streets and sidewalks during the wee hours of Saturday and Sunday.

“Especially around bar closing time – after two o’clock until about 4:30 in the morning. It can be pretty chaotic out here,” says Guardian Angel Alex Kaufer. “You’ve got tons of people out on the sidewalks. People starting all kinds of trouble – people getting into fights. Cars getting broken into.”

Police say they are launching the crackdown after longstanding complaints from the people who live and own businesses in Adams Morgan.

“It’s not about the people who come early and enjoy themselves,” says Mehari Woldemariam.

He has owned Club Heaven and Hell on 18th Street for 30 years.

“Those are valuable customers for us. But people who come at two o’clock, three o’clock in the morning and hang out in the street, they don’t spend any money. They disturb the neighborhood. They disturb the businesses. We’re not safe at all with this. We’re not happy either.”

The MPD captain in charge of the program sent out the following email:

“After a long series of planning and collaborative sessions with the citizens and businesses of Adams Morgan, the Adams Morgan BID and various concerned stakeholders that provided information by either telephone or internet, MPD has announced the start of the first phase of ‘Operation Adams Morgan.

“Over the next few weekends, MPD will deploy more officers and resources into the Adams Morgan area then seen in many years. This will be completed without affecting the deployments of any other community.

“The initial phase will begin this weekend with minor parking restrictions along 18th Street and gradually progress into a full compliment of uniformed and undercover officers conducting various operations while teaming up with several city agencies (DPW, DDOT, ABRA) in addition to members of The Guardian Angels. The collaborative effort will target underage drinking, drunk driving, alcohol and narcotic related offenses as well as many quality of life issues and concerns.

“Phase one of “Operation Adams Morgan” will continue until later this year when MPD’s redistricting program is implemented and places additional manpower and available resources evenly across the entire patrol district.

“The Metropolitan Police Department want to thank all that took part in the brainstorming and strategic planning stages of this endeavor and will stay committed to ensurung we are all working towards achieving a safer community for all.”

- Captain Aubrey P. Mongal, Third District

WASHINGTON – DC Police are looking for suspects after a recent spate of robberies and assaults in Northeast DC along the Metropolitan Branch Trail.

The Guardian Angels have launched safety patrols and are asking local citizens to join them. Police say there were five incidents between early May and early June, plus two robberies in the past two weeks.

In one assault a taser was brandished. People who use the trail say they like it because it’s helpful to commuters to ride it to work in downtown Washington. But last Friday around 8:15 am a man was robbed at gunpoint on the trail near “R” Street.

At 11 o’clock on July 9th, a man and a woman were confronted by two young men, who snatched them off their bikes. Police say the man was assaulted and one of the bikes was stolen.

Police advise joggers and bicyclists to be aware of their surroundings and call 911 if they see anything suspicious.

You may notice the Guardian Angels patrolling Adams Morgan on weekends this summer. The patrols start Friday night and will continue every weekend until Labor Day, East Coast Director and DC Chapter leader John Ayala said in a statement.

The summer weekend patrols are the result of requests from “dozens of business owners and residents”  who asked for help keeping the peace in Adams Morgan, Ayala said.

The all-volunteer group plans to have a dozen members at a time patrolling the party-heavy neighborhood in hopes of deterring fights and crime, Ayala said, adding that the Guardian Angels will work in partnership with MPD, and will report all incidents to the police.

WASHINGTON – Adams Morgan has become the “go to” destination, not just for people looking for a place to party, but for criminals too.

Violent crime has surged 10 percent in the last 30 days. Property crime is up 36 percent since June 11.

Saul Leiken got a concussion after being attacked May 27 at 18th and Columbia Road in Northwest. He was trying to help his friend who was hit by a car, knocked off his bike, and attacked.

“We were both taken to the hospital, and are lucky to be okay now,” Leiken says.

That attack is just one of many crimes happening in the area recently.

“Fights in the street, muggings, vandalism,” Scott Auslander of the Ventnor Sports Cafe says.

After learning there are now just eight officers in the Third District in charge of the huge Adams Morgan crowds, business owners and neighbors have asked the Guardian Angels to patrol every weekend through Labor Day. Some of the merchants have also hired five additional officers to work when they are off duty.

“We’ve been promised more officers,” Auslander says. “Let’s just hope it happens soon.”

Debora Harding, the CEO of City Bikes, has come up with a unique crime fighting plan. After securing $20,000 grant from the Specialized Bike Company, she will now be providing bikes to a non-profit group called the Adams Morgan Youth League Academy. The group works with at-risk kids to give them something productive to do instead of hanging out and possibly getting into trouble.

Harding thinks her approach is a great long term solution. She has a more immediate one too.

“The police chief needs to give us the officers we’ve been promised, but none of matters until the mayor pays attention to the crime happening here and addresses it,” Harding says.

WASHINGTON, DC (WUSA) — At least a dozen Guardian Angels will be patrolling the streets of Adams Morgan every weekend night to help police control the crowds and crime.

John Ayala, with the Angels, said some business owners called on the volunteers to help with the after hours party-goers.  But the business association, as a whole, said extra police will curb the crime.  The association feels the Angels will only add to the chaos.

But a number of people we spoke to said the extra patrols can’t hurt.

“I know a lot about the Guardian Angels and what they’re about,” said PJ Torres, “I think it would be a good thing.”

“The service the Angels provide would be helpful to me because I feel unsafe walking to the Metro,” said Rosana Espinoza.

“No matter who is here, when you have a lot of drunk people in a small area with no escape fights are going to happen,” said Josh Sautter.

“I think they need to shut down 18th Street to traffic and make it a pedestrian walkway,” said David Thurston with Washington Peace Center, “because if you stay here long enough you’ll see the same dumb fight 5 times.”

The Angels will patrol on bike and foot from 8PM to 4AM every weekend until Labor Day.

Robbery at Rainbow Clothing Store / Guardian Angels Spring Into Action

Friday, July 15th, 2011

At approximately 2040 hours on July 14th, 2011, While conducting a bike patrol around the Good Hope Marketplace in SE DC, I Jordan “Spartacus” Estrada and Gerald “Big Mac” McFadden observed two male African American adults sprinting around the back of the store strip. One of the individuals was holding a large bundle of clothing, which Angel McFadden immediately identified as apparel from the Rainbow Stores clothing outlet nearby.

Upon seeing us, the individual holding the clothes exclaimed “Damn it!” and both men started to run, checked themselves, and then proceeded to walk nonchalantly, as if nothing had happened.

I immediately instructed Angel McFadden to ask the Rainbow staff if there had been a robbery, while I shadowed the two suspects. Moments later, Angel McFadden returned and informed me that Rainbow had just been robbed. I instructed Angel McFadden to call the police, and we both pursued the two individuals, who had proceeded down Denver Street and now turned left at 29th Street.

While Angel McFadden spoke with Dispatch, I observed the two individuals (one of whom was still holding the bundle of dresses) enter house # 2605 on 29th Street SE.

Angel McFadden and myself proceeded to circle the building, monitoring all exits and entrances until the police, led by MPD officer J.B. Barney (Badge # 2296) arrived on scene at approximately 2050 hours. We quickly briefed the MPD officers on what we had seen. Officer Barney asked the owner of the residence for permission to enter and received permission. Upon entering, MPD discovered the two suspects and approximately 10 dresses, still with tags on them.

Angel McFadden and myself were able to positively identify the suspects. We summoned staff from Rainbow, who also identified both the suspects and the stolen items. We assisted the police in conducting the investigation, which resulted in the suspect who was holding the garments being arrested, while the suspect who was only present and fleeing was released. Angel McFadden and myself also posted up and provided security coverage in the area, as a number of residents had gathered to watch.

At approximately 2115 hours, Officer Barney thanked us for our help and MPD prepared to transport the suspect and clear the scene. We then cleared the scene, resuming our patrol.   Jordan “Spartacus” Estrada D.C. Patrol Leader
